Access to Information

I hope that someone can point me in the right direction...

I am tiered of not being able to access other relational databases using SQL
from the AS/400 just because the gateway products are too expensive (except
using Java but that does not count).

I want to write my own Application Requester Driver (ARD) so that I can add
my own "SQL Client Integration Exit Program" using ADDRDBDIRE. From the ARD
I will then allow access to Oracle.

I could find the following information:
Link on the iSeries Info Cent. With API definitions
Article on News/400 from the V3Rx days.

How can I as an individual contact IBM to request the detailed information
that I believe I require to implement my own ARD?
