One note.  We modified our QSTRUP to call QSTRUP2 at the very end, and 
gave QSTRUP2 the commands and
authority to start most everything.

We did this because last time we upgraded the OS, QSTRUP got replaced 
with a new clean version.  We had
to restore QSTRUP from backup.
