Windows Mobile connection to AS400 FTP

I'm trying to connect a handheld device to a network that includes and AS
400 with an FTP Server.  I can ping workstations and other servers on the
network from the mobile device but I can't ping the FTP server from the
handheld.  I can ping the AS400 FTP server from other workstations and
servers on the network so I know the address is correct.  I think it's a
security or configuration issue on the AS 400.  Can anyone help me?
