   Encapsulate the CHGUSRPRF request in a stored procedure which 
adopts authority of a user with sufficient capabilities and the 
necessary authority to change those profiles that should be 
change-capable by those administrators, and the stored procedure 
authorized only to those Security Administrators.  Invoke the SQL 
CALL of the stored procedure using the JDBC. ??
