Since you are already considering PHP I suggest you take a look at PHPGrid - Premium version (which we use) is <$400 and maintenance in 50% per annum.  Run it on your PC to get a feel for it. Support has been excellent. Seiden Group's Community plus PHP is the way to go and they offer it for free or in a supported version https://www.seidengroup.com/communityplus-php-for-ibm-i/ <https://www.seidengroup.com/communityplus-php-for-ibm-i/>

There are other similar tools in the Python and node.js arenas but I don't have any personal experience with those.
