how to view rest specs in http file type

I rcvd  a http file (named specs.http) from site, with a suggestion to use
MS Visual Studio to view. Have googled to find another viewer (don't have
MS tools), but only come up with Visual Studio and many unknown view
anything tools. This is new territory for me (lots of web stuff but not
Rest). I've read the VS Studio overview of their rest client, but planning
to use cgi tool Websmart on Power i.
