weekly (?) updates

OK, I've done my usual check-in-everything; including the
go-10x-faster hack from yesterday :-)  (Here's hoping it's
not totally busted; I'm sure it will need a little
tweaking...)

I've also updated the FTP snapshots.  (While I was there, I
removed all the old ones; I still have copies, if anyone
really cares...)

Most of the work over the last week has appeared in the web
pages.  I draw your attention to:

* I added an 'older news' page
  (http://ark.sourceforge.net/older-news.html), which gives a
  few dates on the Arusha time-line.

* I added a page about Sidai-supplied tools; it's currently
  at http://ark.sourceforge.net/tools.html.  (buglet: it
  ought to be http://ark.sourceforge.net/sidai-tools.html.)
