DPyGetOpt fixes

Hi all,

I upgraded to Python 2.1 on my Linux box and promptly started getting a 
zillion warning messages about DPyGetOpt using the depracated 'regex' and 
'regsub' packages. I looked around for a newer version or a newer similar 
package, but it appeared to be out of active maintenance and too closely 
intertwined with ARK for me to extricate it.

So I went through it and replaced all of the regex/regsub stuff with 
calls to the 're' package instead.

As usual, I've not committed this yet [Sorry Will, I'm a perfectionist 
and I don't seem to get enough time...], but I just wanted to let you 
know that I'd put in the effort and I'll finish testing it and get 
cracking on committing it if anyone is screaming out for this.
