I think maybe the answer is an 'ark-bootstrap' package that
is nothing but a big bag of <constraints>.

It won't be that big, and it'll get it right out there in
the open.  In effect, it takes the place of the weasly
little constraints hidden on fields like <CC>.

It does mean that doing anything before 'ark package reveal
ark-bootstrap' is madness, but that's a fair tradeoff, no?
