Alternate plan B:

For the purposes of bootstrapping a new gold ark server, we don't need to
wrap gcc.  We want to build most other applications with the latest stable
gcc (currently 3.2).

Only a handful of applications, such as Xaw3d and Courier IMAP, require on
older gcc.  They can be built later, after gcc is wrapped.

I think this sequence will do the job:

reveal gcc--3.2
reveal other basic tools (tar, gzip, perl, shtool)
deploy gcc-wrapper
unreveal gcc--3.2 (now it is merely deployed)
reveal gcc-wrapper

I'm not sure how to "script" this.  And I'm not this plan's interaction with
the <status> parameters of gcc--3.2 and gcc-wrapper.
