The original stuff to address this was John Furlani's "modules" (http://www.modules.org/) but I've never used it and I don't know how well it would handle the interactions that you describe. Most of our own needs are pretty simple and we handle them with globally predefined shell functions that can source a bunch of definitions from a file, and a profgram called "pathfix" that sets up the path variable in a sensible order.
