Does the idiom below (untested) give you any joy?

Will

  <constraint><dependency type="normal" name="." on-method="common-constraints" /></constraint>

<deploy>
  <constraint><dependency type="normal" name="." on-method="common-constraints" /></constraint>

</deploy>
