Details:

AX_CXX_COMPILE_STDCXX doesn't set HAVE_CXX when [mandatory] is given as an
argument.  This bug has existed since commit
[ccd1d4f54b07b46b7e12b4b21b821a3f6e539d06].

An attached patch fixes this.
