[patch #9150] AX_CXX_COMPILE_STDCXX: Add checks for C++17

Follow-up Comment #1, patch #9150 (project autoconf-archive):

Updated the patches - I wrote the checks for exception specification being a
part of a type system. Also checked that today's GCC passes all those checks.
Will have to check clang++. I'm not sure what's the workflow with obsoleting
the older patches here.

I wrote all this as a comment for the new patches, there goes my familiarity
with Savannah UI. :)
