email patch submission?

I see in (info "(autoconf-archive) How to contribute")
there is a web-based process for submitting patches and
wonder if there is an email-based one -- IOW, can i post
a patch (series) here?  I have these in mind:

 $ ls -1 000*
 0001-AX_PROG_EMACS-New-submission.patch
 0002-AX_ELISP-New-submission.patch

Please CC me in replies as i am not subscribed to the m.l.
