[patch #9306] Macro for enabling extra compiler warnings.

Follow-up Comment #1, patch #9306 (project autoconf-archive):

Personally, I'd rather see some mechanism that allows users to customize the
behvaior of the existing macro rather than having another copy of that one
which is almost byte-for-byte identical to the existing version.
