Question about open source license

Hi maintainers,

I want to use https://github.com/autoconf-archive/autoconf-archive/blob/master/m4/ax_cxx_compile_stdcxx.m4
in our project. Can I assume the project license is GPL-3.0-or-later
WITH Autoconf-exception-3.0 and apply it to ax_cxx_compile_stdcxx.m4?
