Follow-up Comment #2, sr #110418 (group autoconf):

There is prior art in CC and CC_FOR_BUILD, so you could have PERL (target) and
PERL_FOR_BUILD (build-time) and just default PERL_FOR_BUILD=$PERL so most
people don't notice.
