I don't observe this problem when building autogen 5.18.16. It doesn't 
even run 'autoconf' when configuring (which is as things should be).

Have you changed the autogen source code, or modified its file's 
timestamps? That might explain the problem.

As I vaguely recall, the Autogen developer knows about the problems of 
obsolete Autoconf macros etc. used by Autogen. If you're developing 
Autogen you might try writing to the Autogen bug mailing list.
