I haven't received any feedback on these updated PRs, which address
the issues raised in the first version.

* Macro renamed to AC_FC_CRAY_POINTERS
* Fortran 77 support AC_F77_CRAY_POINTERS
* Copyright waiver has been signed
* Autoconf 2.70 (and 2.71) have already been released
