bug#81285: automake 1.18.1 test status on NetBSD 11.99.6/x86-64

I've restarted my tests from scratch, empty sandbox and run the tests
with GNU make.

This time it looked much better:

# TOTAL: 2754
# PASS:  2484
# SKIP:  232
# XFAIL: 38

So I guess it's BSD make/GNU make or root/non-root user issue and can
be closed from my POV.
