automake-history texi update 1.16.2

A warning occurs during a debian testing installation of the
automake-history.info.gz file. The automake-history.info file has no
DIR category assigned. The patch attached is for the
automake-history.texi with which I generated a new
automake-history.info.gz file. It assigns the info DIR category to
"Information". I searched for past errors but was unable to find any.
Hopefully I have followed the patch correctly per instructions in
HACKING file.  --Bob
