Hi, as you worded: it is not critical. Obviously, it might affect performance. No curruption in case they run in parallel. You should schedule it to a time when backups only run rarely. Possibly not at the same time when most backups start. So for your case with the blackout period from 6-23 I would prefer to have the BackupPC_nightly run at 5 (when most backups are done through the night). So your first entry there should be "5". I am unsure how the WackeupSchedule and the blackout periods work together. From my point your current settings do not match each other... I guess the blackout period overwrites the wakeups...
