Merge incremental backup into full

I need to merge one incremental backup into a full backup from a chain of incremental backups. I couldn't find any built-in functionality in bacula, except for VirtualFull (which merges the entire backup chain into a new full backup, which isn't suitable for our needs). When merging manually (moving database data from an incremental backup to a full backup), the problem is that when restoring the merged backup, it reads the new volume (from the incremental backup) and sees the files there, but doesn't restore them.
