minor release 2.1.3 is available,

changes:
- - optimization of dar_cp
- - dar_cp is more verbose when I/O error is met
- - fixed bug #25 : it should appear when you have archive larger than
1E16 TB, so nobody should be concerned by it today and for several years
(or maybe several centuries ?) ! ;-)
- - fixed bug #26 : error while parsing configuration files in certain
very special conditions: a condition (all: create: ...) that has nothing
except comments before the next condition, makes the following condition
ignored.
