post release bug

Hi all,

while just having completed the two new maintenance releases (2.7.20 and 
2.8.5) I have just got confirmed of a long-standing bug about the date 
parsing of dar (-af option) and dar_manager (-w option).

I will not build a new pair of releases just for it, but must let you 
know that in winter time (non-daylight saving time) if your timezone has 
daylight saving time, their may be a shift of one hour on the file 
selected for backup (dar's -af option) --- more files being backed up 
than expected. While the restoration of some files in an older state of 
at most one hour is possible when using dar_manager with -w option.

Waiting for more time to pass or more important bugs to show, you can 
find release candidate source code with including this bug fixed in the 
link here below as well as in git (github and sourceforge) under the 
tags v2.7.21.RC1 and v2.8.5.RC1
