dar release 2.5.1 is available

Hi,

source package and windows binary for release 2.5.1 are available at:

   https://sourceforge.net/projects/dar/files/dar/2.5.1/

For now, the proposed binary for windows has the public key encryption
feature disabled due to the way libgpgme is constructed (relying on an
external OpenPGP binary). You can still build dar with that feature
activated under windows (relying on Cygwin) but you'll need to have
the gnupg binary beside dar for dar to work. Maybe in the future dar
windows binary will include an openpgp binary to support this feature
under windows.
