Re: Minimal supporting packages for duplicity

*requirements.txt* has the list needed for duplicity and backends.

*requirements.dev <http://requirements.dev>* has the list needed for
development and test.

At this point we don't have the time to split out each backend.  Way too
much work for no gain.
