CentOS/Rocky 9 Installation Err - B2 and Duplicity

Hellos, sorry for another question maybe you'd had before. I tried so 
hard searching web for my answer but it's many conflicting opionions, 
but nothing that work.

On CentOS 9 flavor, I want to install: Duplicity, B2, par2 so I can 
migrate from older CentOS

dnf install python3-pip duplicity par2cmdline
pip install b2 b2sdk

All good? When running duplicity, error comes:
BackendException: Could not initialize backend: No module named 'b2sdk'

I see b2sdk in /usr/local/lib/python3.9/site-packages/b2sdk

Why cannot duplicity see b2sdk?
