Hello,

We don't normally send email on development releases, but I thought it was
appropriate in this case.  *We have a new feature, we can now do --include
and --exclude in restores*.  I thought this should not be held up until the
full 3.1.0 is done.

details.   The new feature is documented in the man page.

NOTE: We use the devN moniker the same as a release candidate.  The dev
branch has been updated on GitLab, wheels, snaps, and .deb releases have
been made.  Snaps are delayed until they finish their manual review.
