hdup 1.6.30

Hello,

I'm sorry to tire you again with an hdup release...but 'autoconf'
sucks! After 3 releases trying to make something mundane is the 
default location of hdup.conf configurable, it decided enough was
enough. Hdup.conf sits in /etc/hdup (the way I like it). If you want 
it in any other place, fix the source :-) (ETCFILE in hdup.h.in).

If you weren't having problems you don't have to upgrade. One other
thing - I promised to tone down the development of hdup, well this
clearly didn't happen in April :) So in the near future I intend to 
ONLY release when a MAJOR bug is discovered or when a SECURITY issue 
arrises.

The complete changelog:

* cleanup: removed TODO file and some various (minor) 
  comment/documentation updates
* bugfix: revert all efforts to place the config file correctly. 
  Now it sits in /etc/hdup/. If you want any other location -> use 
  the source.
* Added 'configure.ac' to the tar file.
