hdup2 and older tar versions

hello,

I got an report of an user that is using hdup2 with an older
tar version. In his case incremental backups didn't work. Upgrading
gnu tar to the newest version, solved his problem.

The non-working tar version was 1.3.25, as I'm not sure at which
version gnu tar is good enough for hdup2, I'm hestitating to 
let hdup test this (either run-time or at compile-time),
[and ofcourse, this problem will fix itself in due time :)]
