The problem is a piece of missing documentation. When CVM_PWFILE_PWCMP is not set, it defaults to plain-text passwords. In other words, your password file would have worked if it had contained: tester:bgware:0:0::: So, you can either use plain text passwords in that file, or set CVM_PWFILE_PWCMP="crypt".
