This was part of the recent change.  There are a number of systems where
the installation path is different than any paths to build into the
binaries (RPM, Gentoo, probably all pre-packaged systems).  By
seperating the two build steps out, I hoped to make handling those
systems easier.

Hmmm, in thinking about it, what I really need is to have installer and
instcheck automatically prepend a path when handling the destination
files.
