All qmail-queue error codes between 11 and 40 indicate permanent errors
(from the qmail-queue man page), so exit 31 is a permanent error.  Since
qmail-queue (and qmail-filter) are not typically invoked directly by the
user, it is up to the calling program to indicate if it's a permanent or
temporary error.
