updates to update mechanisms and cf_promises_validated

Hi, as I am working on my own extended update mechanism I noticed a probable issue in distributing it. As far as I understand the default update mechanism (and also mine as I reused this part) only updates the inputs on clients if $(master)/cf_promises_validated changed. But many changes, e.g. to the update mechanism, do not trigger an update to cf_promises_validated on the policy hub. I think this is by design but I am not sure, this could also be my own fault.
