error: Unable to start server (community 3.18.0)

I installed community 3.18.0 and masterfiles 3.18.0.  cf-serverd fails with 
the  message in the subject and exits with rc 1, which I can't find 
documented.  No other errors appear in verbose output.

Anyone got a clue?  TIA
