I ran the test policy in https://tracker.mender.io/browse/CFE-3446 on
3.18.0, it's behavior is still as it was when the bug was filed.

I don't recommend dwelling on 3.7, it hasn't been supported since August
31st 2018 and 3.10 hasn't been supported since December 28th 2019.
