cf-key --show-hosts: output almost empty

We rarely use "cf-key --show-hosts".  But I've just spotted an oddity.  On 
three existing hubs, the output looks reasonable, producing lots of 
"Incoming..." lines.  Those three hubs are a mix of RHEL6 and RHEL7, all 
with cfengine-community 3.12.6.

But on a fourth, newer hub, there are no "Incoming lines" are produced.  
This is RHEL8, and so is at version 3.15.3.

Have we discovered somewhere between 3.12.6 and 3.15.3?
