Failsafe.cf in cfengine 3.18

Hello all ;)
i have a question about cfengine 3.18 and the automatic generation of 
failsafe.cf in /var/cfengine/input.

I used cf since a lot of years but this saturday I migrated my server under 
cfengine3.18 this week Sunday. The problem is that I can no longer find the 
failsafe.cf which I use in particular to update my policies. I tried to 
redo the same actions on a 3.12 or a 3.17 and the automatic generation of 
the Failsafe.cf file works on these two versions. How can I generate this 
file on 3.18, does it work differently? 
Have you ever noticed this behavior?
