For the historians, as I recall ...

Back in the time before time, failsafe and update were conflated.
failsafe was supposed to provide a policy that would fail in a safe way
simply trying to fetch an updated working policy. While this might be OK
for an update policy, update policy sometimes needs to be smarter, and
thus it can be a bit more complex than failsafe. Actually, looks like
this has been discussed here before ...

Can you point me to the doc you saw it referenced in so that we can
review it and get it updated?

      avoid waiting for the update automatic cfengine, to save
      time in debugging. I must have made a bad interpretation
