ported SCL installation to the cfbs

This is the initial setup to test if everyhting works as expected. I 
will also publishthe "moudule"

To test in on a test box HUB:
  * cfbs init
  * cfbs add https://github.com/basvandervlies/cf_surfsara_lib
  * cfbs build
  * cfbs install
  * cf-agent -KI -f update.cf
  * cf-agent -KI -DDEBUG_ntp,DEBUG_inventory
