Bootstrap issue with 3.18.2 on Debian 11

Greetings community, Migrating from 3.15.1 to 3.18.2 using the community edition. When we provision a new system, one of the commands that runs toward the end of the install is: $ROOTCMD cf-agent --skip-bootstrap-policy-run -B $server The $ROOT_CMD in this case calls "chroot /target" to do the bootstrap. The command (on Debian 11) seems to lock-up or is in an infinite loop. Other scenarios I've tested: * community 3.18.2 on Debian 10 -- bootstrapping works * community 3.18.2 on Debian 10 package on Debian 11 - does not work (same issue) * community 3.18.2 on Debian 11 package post-install environment -- bootstrapping works Also note on Debian 11 with the Debian 11 package, cf-agent is doing something because I receive some emails with some warning messages.
