Announcing CFEngine 3.23.0

  Hello fellow CFEngineers,

  We are happy to announce the availability of CFEngine 3.23.0.

  Being a non-LTS release, no future patches are planned but this
  release provides an opportunity to experiment with new functionality
  and provide feedback before our next LTS release (CFEngine 3.24 LTS is
  scheduled for summer 2024.
