A new idea might be hardware detection or autoconfigure projects. They generally need to do something with configfiles, too. Haven't been involved with this but discover, kudzu, or even debconf seem to be potential projects.

They could ease their config editing using CFG. Additionally debconf's stored settings could become accessible from CFG frontends. Or might there even be a better way to combine debconf and cfg?
