DejaGnu: configure and runtest don't detect TCL version

Hello. It doesn't look like the DejaGnu configure script or runtest script detects the version of TCL installed. This means that runtest breaks, when it's installed on a system that has TCL 7.3 that doesn't support "file pathtype ...". Perhaps either configure or runtest should detect which version of TCL is available. configure could fail, if the minimum version were not available. runtest could abort, if the minimum version were not available. I think I prefer the idea of runtest checking the TCL version, but perhaps there are other dependencies that mean that method cannot be used.
