problem with make check, dejagnu 1.4.2

I get the message from make check:
WARNING: No tool specified.

I made a site.exp (via make site.exp) that says:
## these variables are automatically generated by make ##
# edit the last section
set srcdir .
set objdir /home/jdeifik/gnu/dejagnu-1.4.2
## All variables above are generated by configure. Do Not Edit ##

The message "No tool specified" is a bit cryptic for me.
The reason I made a site.exp file was when I didn't have one, I got the
warning of something like no gloabl config file found.

I think the documentation is a bit clear on what to do to get a working, 
useful
dejagnu.

I do have working tcl, tk, and expect.
