My guess is that this was somehow related to the testing labs at Cygnus long ago, but I will consider this change for 1.7 and will probably do it if I do not find a reason to keep the warning. Testing environments are probably more standardized now than they were then, so I am less sure if a warning about not loading a global configuration file is still useful. There will certainly still be at least a verbose-1 message about using a global configuration file or using none, and a configuration file could still emit its own messages. -- Jacob
