More parsing trouble

How do I do this: in my base install, I want both telnetd and ftpd
disabled.  So I removed the telnet_service and ftp_service dependencies,
and also changed

	IS_INETD_SVCS='telnet ftp'

to

	IS_INETD_SVCS=''

However, after running ischeck, the types.ok file contained

	IS_INETD_SVCS=

which is no longer valid syntax, according to isconf on the newly
reinstalled bezukhov.
I'll see if I can convince ischeck to write out IS_INETD_SVCS=''; doing
that manually (& hack the checksum) seems to work.
