ISconf file release

Okay, I couldn't think of any more lists to cross-spam, so...

I've officially released a file for ISconf 3.  I've added a bunch of
examples, none of which are guaranteed to work because it was a quick hack
to try to clean them up from my production copies, but they should be
useful.

I've also added my cfengine code, so people can see how I integrated
cfengine with ISconf, which I love.
